Initially I thought it was a process server but could it actually be a person in charge of civil proceedings instead of a judge. On the same page there is a partially legible stamp that reads: Juzgado Civil, Actuaciones, Secretaria Impar.

Explanation:
In Venezuela, "hacer diligencias" means to run errands, for yourself or for someone else. There is also a "profession" of sorts, called a "gestor", who is basically a person you pay to stand in line for you and take care of paperwork, etc. at public agencies. It makes sense to pay someone, for example to renew your driver's license, or some similar process so you don't have to spend the entire workday doing it yourself. So, I would have thought it could be a person's "agent" who helped with the adoption process. But I don't know about Mexico...

Notificadores: Estado de México.
Ejecutores: Estado de México.
Diligenciarios: Estado de Puebla, Tlaxcala...
