: (a) It doesn't say anything about cables, wires and harnesses, and (b) you haven't given any references.

a) It does (Tech/Engineering - E-Technik/Elektronik / Cable manufacturing), b) the term is not assembly manufacturer but cable assembly manufacturer, and c) just take my proposal and google it.

Comment: "Thanks, this fitted my context perfectly. I eventually used "cable and harness assembly manufacturer" in my translation."

It mentions Baugruppen, so I think Bernd may be on the right lines when he mentions assemblies. But I think the idea is that they make things for other manufacturers, rather than selling to end users.
We have had this term before, but I think the context was slightly different:

The vast majority of hits are for "technischer Konfektionär", which is a job title:

As it says on the Wiki page:

Simply put: It's a manual labor job - in packaging (r-bach link), cable assembly, textile manufacturing, etc.
Here are two companies offering exactly these kinds of services:

If you want to keep it generic, "manufacturer" is not the way to go.
1) Terminology
Whereas "Maschinenbauer" and "Anlagenbauer" can be both individuals and companies, "Konfektionäre" seems restricted to actual people.
For example:
http://planet-beruf.de/fileadmin/assets/PDF/BKB/3388.pdf
Now, Phil provided the following quote:
However, he did not add the link for it:
http://www.r-bach.de/ueberuns/konfektion.htm
And he cut off right before it got interesting:
Plural: We're still talking about individuals.
