First of all, can you please tell us if this document hails from the USA, as I suspect? If that is indeed the case, then I suspect it needs to be interpreted as "Thorough Conformity-to-Standard Operations" — IOW, 'des opérations rigoureuses portant sur la conformité aux normes'; again, we need to know from your wider context if this is one particular standard, or standards in general (EN is ambiguous on this point) — and indeed, if we're talking about national/international standards, or simply company-internal ones?

Definitely agree with you Finch as I thought the question should have been asked this way" conformity to standard operations" which ,in my view ,makes significant compared to "conformity to standard".

Context? Could you provide some context. Ivan and Chakib have interpreted this in totally different ways in their answers and either could be correct. It is not helped by the poor English of the source text. "How Not to Make Defective Products" sounds like they are about to tell us the correct way to make defective products!
