Hello Richard, Thank you for having provided a little bit of background. What would help most of all, would be to situate the phrase in an extract of the original, ideally with the sentence before and the sentence after the one in which your phrase appears.
On the surface, the phrase means that the company is held at the highest level. It may even mean that it is held by people at a high level (in the company? in the government? in another organisation). But I guess you worked that one out already!
It is therefore essential to provide further context, in French, in order for the phrase posted to make any sense. Our position is less favourable than yours as we do not have the advanatge of having the rest of the document to hand. ;-) |
