Explanation:
This is a typo, it should be "manage". Also, the user should not be referred to as "it", their are several ways to avoid gender:

... the users to manage their personal accounts
... the user to manage his/her personal account
... the user to manage their personal account

If you check the Microsoft glossary, you will find that the phrase is usually translated in Arabic to use the noun إدارة instead of the verb. For example:

يمكن المستخدم من إدارة حسابه الشخصي
