an administrative Circle in MOROCCO (it exists in other countries). It is kind of an adminstrtaive division headed by an apointed Caid (not to be confused with the commune or Municipality where the president is elected). it is a smaller unit in comparison to a Wilaya = State (headed by the wali) or Amala = Governate / Province (headed the governor).
so, we have:
The Wali (Wilaya = State)
The Governor (Governate or Province)
the Caid ( Circle / division)
The Pasha (head of the Bachawya, but can sometimes operate under the Caid)
In my trasnalations, I do not translate Caid and Wali. I sometimes put the nearest equivalents between brackts.
