In most instances of the word that I have encountered, I would translate it as "benchmark value" -- these are comparison values that have either been put together from data from previous years, or have been taken from other sources (for instance, the standards of another company or government).

neutral Albrecht Degering : Isn't it more like a "reference value" from the previous/past years? I agree with your explanation, but I feel "benchmark value" is a little too generic.

I'm not sure - in the article I posted, it seemed that "benchmark value" was more appropriate, as it's not necessarily a positive value (it could be an agreed-upon value, a standard)
