Mulţi ani de zile, toţi consumatorii, casnici, IMM-uri, mari consumatori industriali, au cumpărat gaz într-o proporţie fixă de producţie internă şi import. Să zicem 70% producţie internă, 30% import. Preţul pentru producţia internă era reglementat. Preţul pentru import era, de facto, dictat de importatorii de la Gazprom. În fapt, toată lumea plătea pentru gaze un „coş”, adică o medie ponderată a preţului, 70% x preţ gaz intern + 30% x preţ gaz import.
