In relation to criminal law. I understand this to mean "konanie pred začatím trestného stíhania" and I wonder if there is a standard term for this in English. Thanks!

ještě konkrétně upozorňuji na větu z již zmiňovaného odkazu výše:
prověřování – je druhou etapou „předprocesního stadia“. Začíná zahájením úkonů trestního řízení. Podle úpravy platné od r. 2001 je tato fáse součástí přípravného řízení, do té doby byla samostatná a označovala se neoficiálně jako řízení „předpřípravné“.

| I'm not so sure - pre-trial is after someone has been formally charged with a crime and a trial is on the horizon, but the definition of this Slovak term is "do podania obzaloby". That's not the same thing. |

Usually I would expect "pre-trial" to mean just "prípravné konanie", without the extra "pred-", so presumably this is before that.
Since you mention this is in the context of criminal law, we could consider "konanie pred začatím trestného stíhania" as literally a procedure before any prosecution takes place, so it could be
