I think that the precise term in social sciences is enlargement of the government. I think that it would differ using state or government related to the location, if this were for US academia I would say "the enlargment of the government". Besides that, the text seems to be more related to a more european approach of social sciences, more of political philosophy than political science, therefore personally I would use state instead of government, but I think that it's preferential.
