Just reading these posts as I have just come across the same expression and wanted to find a suitable translation. I checked the ever-useful practicallaw website, which uses "bilateral adjustment procedure". I think it works really well and for all readerships. I shall be using it!

The source is France, the readership is UK. I want to provide an accurate description of the process, not a "localized" version.

@ asker US, UK or other consumption? The US tax procedure is called something very specific and you - by withholding the target-readership again - could be throwing prospective answers off-course.

disagree B D Finch : As the source text is in French (country unspecified), it is quite wrong to think they would apply US procedures, even if the Asker had indicated that the intended readership was in the US.

Hello, just reading these posts as I have come across the same French expression and wanted to find a suitable translation. I checked the ever-useful practicallaw website and the translation it provides is "bilateral adjustment procedure", which I think works really well. My confidence level is high because of my confidence in practicallaw!
