Yes. You are right. In most of the countries including Iran and the United States, if BA graduation marks of a university student are higher than a specific level, they receive a BA (hons) which is called مدرک کارشناسی با درجه ممتاز.
In some other countries like Scotland, the student should continue his studies for another year (after 3 or 4 years of studying for bachelor's degree) and then receive BA(hons). In this case, he/she may have the chance to go directly to Ph.D level without passing Master's level.

It depends on the country or the system the person has studied in. If you are translating for Iranian audience, it is better to use کارشناسی با رتبه ممتاز as you can see it in CVs of many Iranian university graduates.

مدرک کارشناسی عالی


Explanation:
در این معادل صفت عالی بودن به مدرک کارشناسی اشاره می کند تا تفاوت میان این نوع مدرک و کارشناسی ساده را نشان دهد. البته قبل از آن معادل " مدرک عالی کارشناسی" به ذهنم رسید که البته با این استدلال که در اینجا مفهوم رتبه و نمره مد نظر نیست این معادل مردود است.
