Spanish term or phrase: sin percepcion
I'm editing a tax document from Argentina and there is a line that says "IVA Contribuyente sin Percepcion" . The translator has interpreted it as "VAT Taxpayer, no Withholding".

Neither one of is is sure of which term to use. Can anyone shed any light on this term?
