invested efforts Explanation: Since this passage is not drawn from financial sources, and is more concerned with implementation efficiency than with profit returns, would be inclined to treat 投入 along the lines of "commitment", mentioned by Kayoko-san, rather than "investment". The example offered below is an attempt to render that focus and the spirit presumably driving this post mortem discussion. You will easily pick on it, as it is not a literal translation, but I believe it would reflect the drift of the point being made.
