It seems also unquestionable that the founder and the beneficiaries may not be aware of the occurrence of some of the grounds for dismissal of the members of the Council and, consequently, if they were the only persons with procedural standing to initiate a court (or arbitral) suit aiming at removing the affected counsellors, then the wrong-fighting or malfunction-correction mechanism contemplated in article 22 of Law n° 25 would become inoperative in a great number of cases where such mechanism must absolutely be made to work.
