Since Alto Mayo is not even a town (according to Wikipedia it's a forest, a protected area), any given title would have to too specific so a general title such as "authorities" might just work.

Would this "jefatura" not be something like the National Park Authorities in the UK?
Something suitably generic like management (i.e. those responsible for managing the forest.
The second link from the US has a citation that mentions the management of forests in a similar context.
