Because you can't idiomatically admit someone to a "level" in English.
The statement doesn't say the person has enrolled in the programme, not does it explicitly say (although it may imply) that the person graduated from the previous level.

Discussion
Does the rest of the document give any clues: for example if it said "admis au niveau Master 2A avec mention assez Bien" it would be clear that it was the Master 2A he'd passed as they don't give out "mentions" for intermediary years.
