Could be, although still, the other items on the list are more specific. Either way, I think the meaning has to be "... with [a] Hoek cell" rather than "in Hoek cell."

David, this is not a matter of general understanding, these are accepted tools of an engineering profession, there is no such thing as "the force of a stress" in engineering science. And when a test of shear is specified, it may include several measurable values concerning this phenomenon: both shear strength and the shear angle are such values. The shear angle is a very important property of soil, one that the builders would definitely want to know.

If I were asked to measure a stress, without receiving additional information, I would understand that I should measure the force of it. In the meantime, I recognize your right to disagree, and if you do so, then that's fine with me.

Again, my understanding is that the intrinsic value is what is being measured, because the various other items in the list provided are rather specific, so that something specific presumably is intended here as well, and if another value were intended, I believe that would be explicated.

And where does it say that just force or strength are being measured? They also measure the modulus of elasticity, which is neither force nor strength...
