As SafeTex has pointed out, the term is used in different ways in different contexts; I think it would be very helpful here if you were first to tell us the originating country, and also, gives us examples of the sentences in FR where this is used, so we can see exactly how it is being used.

In particular, it can refer globally to the whole process of awarding contracts, from start to finish, (as per SafeTex's answer, certainly correct in some contexts) OR the specific moment when a specific contract is concluded. The term required in EN is likely to be different between these two extremes.

It means signing the contracts for the work, but we have no way of knowing what "work" refers to. I would have thought that if they meant "études" they would say "études", but you may know better because you have the document in front of you.
