I totally agree with you, this is a noticeable incorrect phrase, I was about to suggest corrections: 1- technical works and operations director 2- Technical operation director. The asker has to respond and comment.
May one observe that that original English text is awkward (apparently written by an engineer or "techie," rather than a technical writer) and deserves a re-write for better clarity.
Possibilities, to show the ambiguous nature of the original text, include:
Technical = technology or technologies
"Technical and Operations" = could have been intended as "Technical Operations" (with no "and" inserted)
"Director of Technical Operations" = original writer's intent?
A re-write for clarity and simplicity would be especially beneficial if the translation is intended for a reader who does not have a matching technical or engineering background in the subject area. In other words, a process of conversion & translation as follows: original "Engineering English" => plain & clear English => plain & clear Arabic.
The need for such conversion & rendition became very evident for several translation & interpreting projects when I was last working in Riyadh, KSA on a defense / military-related program.
