Ao que me parece, no contexto, a idéia de requisições "one-and-done" são aquelas que podem ser resolvidas pelo mesmo funcionário que as recebe. Sem precisar de ajuda de terceiros, pode resolver direta e imediatamento a requisição.
Na minha opinião, requisições "one-and-done" podem ser traduzidas como "requisições de resolução imediata/direta", ou seja, sem baldeações por outros departamentos e/ou funcionários.
Sugestão.
