es apta/se considera/se estima...
Si deseas usar "apta", mi opinión es que sería mejor "es apta". Por otra parte, a veces "rated" tiene un significado más cercano a valorar o evaluar: se considera, se estima... creo que incluye un matiz de duda que no está presente en otras acepciones y quizá pueda interesarte.
