after reading this for the 5th time, it would appear that a certain result or goal is specified beforehand (there is mention of working on a project-basis), and a commitment is made to the customer (in writing or verbally) to achieve this specific result. If you can get this across in the translation, I feel this would remain true to the original. Depends on the rest of the text.
