In the sentence:
"Appraise and assess individual team members."

I have to translate this sentence into French, but French doesn't like pleonasms. I was just curious and wanted to ask an English speaker purely on the linguistical level, why is it necessary (or how come that it is acceptable) to put "Appraise and assess" not only in the same sentence but next to each other. Does this emphasizes the fact of "evaluating" or does it imply something more than simple "evaluation"?

is it necessary to have this person or these people in this area? are we getting the most out of them working on this particular item of discussion?

assess views the performance of the team or its members.
this determines how well the person or team does working under a specific capacity or position.
Do they work well as a team? do we need to switch out persons? does this person work better in another team? is switching them out to another team seem necessary or even feasible?

To appraise: This relates to the individual's performance appraisal where his / her achievements, targets, goals, etc. are discussed.

To assess: in terms of assess his / her development needs for the future in order to enable them to meet next year's targets.
