English term or phrase: fellowships
The text I’m translating is a report sent by Vannevar Bush, director of the Office of Scientific Research and Development, in 1945 to President Roosevelt, arguing on the necessary support Government must give to scientific research after war. I can't understand the difference, in the following sentence, between RESEARCH and FELLOWSHIPS ( fellowships are money for research, aren't them?)

It is clear that if we are to maintain the progress in medicine which has marked the last 25 years, the Government should extend financial support to basic medical research in the medical schools and in the universities, through grants both for research and for fellowships.

Both Jack and Tania are on the right track but the main difference between "research" in general and fellowship is that the latter already has a doctorat so the research is likely to be at a higher level
