What is meant here is the peak of the cap, normally called Schirm in German but also Schild. Normally a sandwich construction of fabric and cardboard or plastic.

peak or peak-cap

Olaf is right, but the context is different. I think peak (of a cap) or peak-cap is in question. It is difficult to translate as a whole. Sandwich probably means that there is "something" inside (what makes it hard). I am not sure this is the best expression, my dictionary says it is colloquial.
