Not quite the same expression but it illustates the same type of usage/translation in the same genre (law)

"2. שינוי חזית- once the scope of the disagreement has been determined, the parties, in the proceeding, through their actions, can change the scope of the disagreement. IE- if the plaintiff was made aware of a new detail- he can fix his כתב תביעה at times, and bring a witness to testify regarding this detail, and hope that the defendant doesn’t object to it. If the defendant doesn’t object, the court can note in its סיכום that there was הסכמה בשתיקה to change the חזי המריבה- like פ"ד אורון בקריאת רשות"

i.e. "the arguments of the other side constitute a change of scope".

In colloquial language, they are "moving the goalposts".
