I've read Elena Poniatowska's «Massacre in Mexico». So, I'm somewhat aware of the student uprisings of the era. Also, in this context, "porros" are marijuana joints, right? Not the undercover cops who were notorious for infiltrating leftist student groups?

I came upon a useful book that is available online (Surviving Mexico's Dirty War by Alberto Ulloa Bornemann ). It refers to porros as "gangs of political thugs and provocateurs maintained by powerful politicians in Mexican government during the heyday of the PRI". Hope that helps. It also refers to the individuals named in your source phrase.
