bei kindern sagt man Kinder mit besonderen Bedürfnissen, oder mit erhöhtem Förderbedarf.
Bei Erwachsenen gebrechlich, oder mit Defiziten. Behinderte Personen sagt man heute in der sozialen Arbeit eigentlich nicht mehr. Behindertenarbeit ist wiederum üblich. Du mußt sehr auf den Kontext achten und an wenn sich der Text richtet, ist ein Thema mit vielen empfindlichkeiten.
Meine Qulifikation: Ich erarbeite gerade mit verschiedensten Stellen eine Bröschüre über Fördermöglichkeiten in München.

Explanation:
The definition of "infirm" varies widely according to the context, however, most of the times "behindert" or "krank" are not the correct translations.

For example, in the first (Canadian) text below, "infirm" is clearly not the same as "disabled", as some disabled people are very well capable of taking care of hemselves. In this case, "betreuungsbedürftig"/pflegebedürftig" would be better options.

"infirm person" means a person 18 years of age or more regardless of income who because of mental or physical disability is certified by a duly qualified medical practitioner as a person unable to provide or care for himself and needs to be under the care or supervision of another person; (« infirme ») July 7, 1997
