la proporción y medida de

Legal document (Mexico), where the sentence is "el mencionado precepto legal debe ser considerado en la proporción y medida del capítulo, título y sección en el que se encuentra comprendido". It is a challenge to a court´s decision and this occurs in the part substantiating the challenge in law.

Is "proproción y medida" simply a long-winded way of saying "context"? i.e. the specific legal statement must be interpretated within its context - to be applied correctly?

"to the proportion and measure that" is a standard phrase, but here it looks like it needs to end in "of" (the chapter).
