Jde o text napsaný, pravděpodobně, českou angličtinou, a týká se fiskálních opatření české vlády.

Zkratka CPU se nachází v této části:

Najednou tam je tohle CPU. Je to možná chyba, možná ne, každopádně vysvětlené to není....
