I think he/she (a Norwegian) is trying to joke with you, i.e. if you are Swedish then you'll understand that he/she has just (jokingly) put down the Swedes by saying that they are a bit dim. Norwegian/Swedish humour... like the Irishman in jokes "there was an Englishman, Irishman and Scotsman...etc"
