Although I generally use some form of "level" or "scale" to translate "échelle" in an academic context, here you could likely get away with "case study" as really all it is saying is that Luxembourg will be used as the case study here.

We're talking about somewhere where material can be collected, so maybe *data source for study* might be another option.
