How you define and prepare a project differs from company to company. Often a project is initiated by someone in a leading position. It can be the CEO or the board. This person or group of persons is called the project-orderer. The project-orderer often puts together a demand specification stating what is expected of the project and what resources the project has at its disposal.
Demand specification
If you intend to let someone outside the company carry out the project you hand out the demand specification to one or more companies and invite tenders. The points stated above (goal, scope, limits etc) are included in the demand specification. The project-orderer also states when the project is expected to be finished.

In this first section of a project you need to make a definition of what the project is going to be about. The project has to be clearly identified and defined with the agreement of those people that have an interest in the outcoming result.
In a handout, Software Project Management (1997/1998), they define project definition as “the section that defined the project and includes the purpose, strategy, scope and deliverables of the project. It is used to focus the effort of the team.” To be able to deliver a successful project to the customer and/or the project orderer you need to define the project work.
