Refers obviously to a criminal court, but what on earth does "de transito" mean? The country concerned is Ecuador.

Good morning Sian
I would say that in Ecuador spanish, "de tránsito" refers to "traffic", and more specifically to legal issues related to traffic accidents. In Spain, we would rather say "trafico".
Hoping this helps,
Regards,
Cris
