Japanese to English Tech/Engineering Automotive / Cars & Trucks hybrid construction vehicle
The structure of this sentence is not clear to me.
メンテナンスインターバルは、通常の操作において、ハイブリッド部分の定期交換部品は不要で燃料消費量低減効果により、高い投資回収効果を得られます。
What does 不要 belong with? And how does メンテナンスインターバルは come into the picture?
There are two は in the sentence, plus the 通常の操作において inserted, and at the end they talk about fuel-efficiency, so I find this sentence rather confusing.

Do they mean there are no parts to be regularly replaced in the hybrid unit?
Or
Do they mean there is no predefined fixed maintenance interval, because the hybrid parts are replaced regularly?
Or
Do they mean the maintenance interval is long, because there are no parts to replace?

Could somebody clear this up for me?

Option 1 As I understand it, what they're saying is "Regarding maintenance intervals, hybrid part(s) do not require periodic replacements when operated normally (...)" (直訳 intentional here, for clarity), so essentially your first option (with a "normal operation" caveat). I guess adding another comma after 不要で would make it slightly clearer (if my interpretations is indeed the one whoever wrote this had in mind).

hybrid parts do not need to be replaced regularly

Hybrid parts are not subject to regular maintenance intervals because they don't go through regular "wear & tear" cycle with longer mileage benefits (provided the hybrid vehicle is driven normally) but it's not that they last forever either. Here they are emphasizing economical benefits of a hybrid vehicle over the long run because hybrids are usually more expensive than regular cars.
