This phrase is repeated several times in various sections of the report relating to different aspects of the packaging.

This is just a guess, but could it be a combination of an abbreviation and a typo?!
i.e. "lio" for "lyo" for "lyophilisé"...
A slightly long shot, I know, but could it fit what you have?

Having seen your next question, referring to a "phase d’hydratation" for the same product, I am now somewhat more confident about this suggestion! The long shot is now somewhat shorter!

: waste of time... hmm, you'd think if you're translating a document about "lentilles intra-oculaires" you might be able to work out what LIO was yourself...
