"Das Rückkehrgespräch dient nicht der Qualifizierung eines Mitarbeiters. Ziel ist es, wo sinnvoll, gemeinsame Massnahmen einzuleiten."
The above sentence appears at the top of two forms used by management to prepare for interviews with staff who have been absent from work for some reason or other, as part of its absence management system, with a view to finding ways of preventing future absences. These forms are entitled "Rückkehrgespräch" (return to work interview) and ""Fehlzeitengespräch" (Absence interview).
I have interpreted "Qualifizierung" here as something along the lines of "assessment of the suitability or performance of an employee", i.e. it is not something the employee has to complete before being allowed to continue in their post, but am not sure if I have understood this correctly. Any ideas welcome!

I think it implies that there is no judgement involved, so the workers needn't fear for their jobs when the talk takes place.

it is not in the nature of a performance or qualification evaluation.
("performance evaluation" and "qualification evaluation" are highly idiomatic human resources terms.)
("evaluation" by itself is too vague. Of course, there is an evaluation of the absence involved -- that is the entire purpose of the interview.)

Here I think the "Qualifikationsblatt" is being used synonomously for evaluation, and I rather suspect that in contrast to this type of thing the interview is supposed to be non-judgemental.
