Vielleicht geht es jedoch auch eher um die technische Machbarkeit/Seite in diesem Kontext. In dem Fall könnte ich mir "Entwicklung der Abbautechnologie(n)" vorstellen.

  -> Ja, nach erneutem Lesen ist das plausibler. "Minenerkundung" oder ähnliches wäre demnach denkbar. Der Quelltext ist da etwas uneindeutig. Das "drilling" müsste demnach "das Erkunden" mit andeuten. Durchaus denkbar.
