I omitted to explain my answer. I don't think that the parcel in question is composed of order shortfalls, rather that items are missing from the order and this is detailed on the delivery order document. Presumably the missing items will be sent another time.
I imagine that one order can be composed of several or many parcels, but the delivery order which details missing items from the order is only inserted in the last parcel. (Hopefully the recipient will know which is the 'last' parcel if they are all delivered together at the same time !)

"At the House of Dior, before the last parcel goes to be weighed, a delivery order note is printed off detailing the order shortfalls (from previously despatched parts of the order) which have been included in this last parcel". (In order to make the entire order complete, is how I read it)
