What I really need is a bit of help in sorting out this sentence, it doesn´t sound right to me in Spanish or else I'm not interpreting it correctly:
This is what I have so far:
"As regards a message for citizens, and in view of the years to come, unless this situation changes —with almost 5 million currently out of a job — the City Council of Valencia will do everything within its power to combat unemployment and to facilitate the implementation of competitive projects that will create wealth for the city. "

No problem. What I don't understand is how the PP's popularity in Valencia rises with every new revelation of local and regional government corruption.
Jenni Lukac: Sorry! I just realized that I've said the same as you, but much later. So, I agree with everything Jenni says. (inc PP in Valencia. + they are in the middle corruption allegations against the PP, etc.)
What I understand is: "What I want to tell the residents (not citizens) of Valencia, is that if the national government's finanancial policy concerning city councils, doesn't change (implied-not likely to happen), the mayor's office will do everything in their power to fight... My message is therefor one of....
As I understand it, "si no cambia este rumbo" refers to the socialist's personal criteria as far as city council financing is concerned, not to the unemployment rate. "...if the goverment's city council financial policy doesn't change..."
Party politics are in play here. If the federal government doesn't get its act together, Valencia will mount its own initiatives. The government of Valencia, ruled by the PP, is saying that the Socialist hierarchy is skewing funding on a party basis.

I would weave it into the previous part of the sentence more or less along the following lines:
In terms of the message that citizens get from this, given the outlook for the years that lie ahead as long as this trend continues,

Explanation: That's how I read it, but if "policy" seems to strong you could use "things", the "way of doing things", but by using the figure 5 million (a national unemployment figure) the writer is playing party politics by purposely referring to the state of the nation rather than sticking to the subject of Valencia.
