I think 'council tax' would be the closest if you're after a term used in UK, or 'local tax' if you want a more general term.
I'm not sure about the difference between the Dutch terms 'straatbelasting' and 'gemeentebelasting'.

And "street repair" or street repair tax is also used in wider context (which is where the monopoly game was based on):
