May I translate this as "letters of credit"? The author uses "cartas" throughout the document (a procedure manual), but never explicitly refers to it as a letter of credit.

This relates to the CADIVI - Comisión de Administración de Divisas - which regulates all transactions in foreign currencies. There are many regulations controlling these transactions, so I think letter of authorisation (or authorisation letter) may be more appropriate in this case.
