Both are Sopletes that solder with tin/tinplate (estaño) that may use either gas or Kerosene/parafina
A tinplate torch probably is a blowtorch for soldering Tinplate (hojalata and zinc or galvanized iron). Tinplate usually doesn't require as much heat as copper or bronze for soldering with tin/lead (estaño), and probalbly that is why it has been named differently although its the same as a blowtorch (uses presurized gas).
I haven't heard of a special name in spanish for a blow torch that is special for tinplate.
As both sopletes use estaño for soldering and presurized gas as energy source maybe this is a way you could differentiate both.
