universal? - vs. - ? It's probably in the 1949 essay "The Prospects of Western Civilization," which I didn't find online readily. One of the categories Toynbee used, is whether or not given civilizations qualify as "universal" or a "universal state." But I don't know what he used for those which are not, or only might be: whether conditional, provisional, or something else.
