From my personal experience with alternative education models, I know that “initiative” often describes the **first phase** of a connection to a pedagogical principle or philosophy, with the goal of receiving full recognition later on. Once certain conditions have been met (specially trained teachers, sustained student numbers over fixed a time period …), the “initiative” status will change and the school is “promoted” to the next status level, i.e. it receives formal recognition and subsequent affiliation.
For illustration of this model, please see the following description relating to Waldorf schools:
"This entry-level affiliation with AWSNA is intended to provide new initiatives, which have an intention to begin a Waldorf school, with greater opportunity to establish a living connection with the Waldorf school movement. This is a significant step in the development of AWSNA toward its mission of serving and enhancing the Waldorf impulse in North America."
