The sentence is:

Never seen it before, can't back up my answer, but I just think it sounds like an interlock (note low level of certainty). Good luck.

I wonder if this document will help you at all; around pages 227 to 229 it has diagrams of circuit breakers and explains the operation of their latches, trip catches, etc. etc. Perhaps some of these things correspond to what is being described in your document.
