agree Alejandro Alcaraz Sintes : Hola, Rubén. Quizás para transmitir la idea de "resident", se podría añadir "propios", aunque se sobreentiende. Yo cambiaría "que puedan" por "para poder", pues en el original "to construct" dependen tanto de "time" como de "expertise". Saludos cordiales.
