Explanation:

As acquisitions grew at a rate which far outstripped the number of cataloguers available to shotlist them, the lack of time caused the value of the shotlist to be reviewed and priorities were set. What are the advantages of describing the film shot by shot ? Does it benefit the users of the collection and at what cost?

I can agree with the other coments made here that it could be scene BY scene or shot BY shot instead of FOR, however this depends on the context, if the movie was a remake of a previous or identical to some actual event, then I think scene for scene(or shot) sounds better, for example,...
"The two movies are identical scene for scene"
under other circumstances the other option may be better,..
"After the film was destroyed we had to reshoot it scene by scene"
Hope this helps.

shot by shot

Explanation:
I'm afraid I must disagree with Mediamatrix because a "scene" can be made up of several shots. Example: the famous bathroom scene in the film 'Psycho' by Alfred Hitchcock is made up of 52 different shots.

Definition according to The Free Dictionary (by Farlex):
Shot- 12, c - A single cinematic take.

Example sentence(s):
  • Psycho (1998), Gus Van Sant, An almost 'scene-by-scene' (actually 'shot-by-shot') remake
