This phrase is in a contract between a Honduran university, a Honduran child rights protection agency and an international child rights protection agency. I have searched Wikipedia, Google, Proz.com, WordReference, oas.org, etc, and I can't find a translation for it from a Honduran source. Here's the immediate context:

"2) en el nivel técnico-ejecutivo la coordinación se efectuara entre la DIRECCION DE VINCULACION UNIVERSIDAD-SOCIEDAD (DVUS) y el enlace técnico del Instituto --------------, las cuales una vez vigente el presente Convenio, procederán a la elaboración del plan de trabajo para su correspondiente ejecución."

Unfortunately, I couldn't determine, either from the document or from doing research, what country this organization is part of, although I assume that it is a Honduran one.
